What are the market dynamics in the Pakistan power market?
In Pakistan power sector, major investment opportunities are arising in coal-based power generation segment. Most countries are trying to phase-out of coal but fearing ongoing crises has forced the government to increase its coal-based generation. Previously, Pakistan power sector used energy imports for thermal power generation. But with ongoing energy crises and rapid increase in circular debt, the country is working toward the use of its large reserve of coal. Pakistan has suffered crippling energy shortages in the past and the government has sought to fill this capacity gap with coal financed by China. China is investing in 21 energy projects under the Chinese Pakistan Economic Corridor (CPEC). Most of this investment is planned for coal. Further, the increase in coal-based generation will inevitably increase the demand for pollution control equipment, turbines, and boilers, presenting a significant opportunity for equipment manufacturers.
In the early days of the spread of COVID-19 pandemic in March 2020, infection cases rose rapidly in the country. However, the government was able to control rapid spread. Unlike many Asian countries, Pakistan didn’t opt for full-scale national lockdown, it chose to implement lockdowns of COVID-19 hot zones and non-essential institutions. Not implementing full scale lockdown did save the country from significant economic impact like many other countries that implemented full-scale lockdown. This resulted in marginal decline of GDP in 2020 from 2019. With respect to the power sector, the electricity demand in the country decline compared to the previous year. The major reduction in power demand was caused by the lockdown, forcing industries, offices, and commercial activities to shut down. Further, the government published the Covid-19 Responsive Annual Plan 2020-21 which states that the plant utilization factors for power generation stations will be low, increasing the cost of electricity.
